تعلن The International Committee of the Red Cross - ICRC في الاردن عن حاجتها الى :
The HR Officer 1 is responsible for staff administration within a Delegation, delivering HR services in line with ICRC and the delegation's policies as well as applicable laws and regulations. Support the HR department in salaries calculations and administration.
MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES:
Participates to answers explaining rules and applications
Ensures staff regulations are maintained and compliant with the Law.
Explains administration instructions (salary payments, salary advances, overtime, etc.).
Approves / Issues certificate confirming employment or end of employment upon request.
Ensure Staff regulations are well explained and understood.
Drafts and types correspondence in English and Arabic independently.
Enter employee data on Strategic and ensure correctness and coherence.
2. Staff Promotion
Follow-up on the re-mapping for the existing positions, prepares recommendations & Job Description analysis.
Handles the Off-Cycle increase requests when needed.
3. Salaries Management (Payroll for Residents):
In charge of the Salary software (Strategic).
Updating the software with the latest changes on resident staff status, (new salaries, new children, tax exemption, grades, functions etc…)
Calculates all components of remuneration (salaries, deductions, etc.)
Prepares monthly salaries for calculations and makes sure remunerations are correctly reflected.
Provides cashier and Admin Staff in sub delegations with list of salaries to be paid in cash.
Provides finance unit all salary related reports & E files to be sent to FAD_REV.
Performs monthly and yearly closing.
Calculates the salary monthly reconciliation document.
Calculates new salaries based on evaluations results.
Calculates the performance bonus in accordance with HQ guidelines
Facilitates requests to the HR Shared Services and GVA services.
Social Security and Income Tax Focal Point and Medical Health:
Follow up with the staff in case of work accident and register the case in social security
Follows up work related accidents with the social security and the external medical insurer.
In charge of the monthly billing of the medical insurance.
Engage/disengage the staff members and their dependants and ensures all changes are reflected to strategic accordingly.
In Charge of staff health admin issues.
In charge of the monthly tax payments and the yearly reconciliation.
5. GENERAL MANAGEMENT
Attends and participates in admin meetings.
Provides statistics or other reports when required.
Sub-Delegation (Mafraq)
Coordinates with Sub-delegations administrator / HoSD for HR needs
Keeps information flow with sub delegation concerning HR policies, guidelines and procedures
Ensures consistency of application in sub-delegations with those of the Amman delegation
Pays regular visits to sub-delegations to ensure proper communication and sound
employees out on various issues, answers / relays concerns.
Coordinates with the site Adm to pay salaries in cash to sub-delegation staff having no bank accounts.
GENERAL DUTIES
Be aware of the delegation’s objectives and activities
Understand the three components of the Red Cross/Red Crescent Movement
Apply the security rules at all times
Respect and observe the staff regulations of the ICRC in Jordan.
The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
المهارات
PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED
University degree in a field of study relevant to the post or additional professional and institutional experience in a relevant function.
4 - 6 years’ work experience in a similar function.
Excellent knowledge of written and spoken English.
Very good computer skills, incl. spreadsheets and ICRC standard software.
Capacity to apply ICRC rules and procedures.
Capacity of treating information confidentially.
Team leadership skills.
Very good negotiation skills.
