1-Security Coordinator (Nationals Only)
Our Ideal Candidate:
We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must have a minimum of 3 to 5 years of experience with a satisfactory performance in the same or similar functional area preferably with UN or NGOs. Along with previous experience from working in complex and volatile context and remote management. We are also looking for someone who is analytical minded and able to read political/reference maps, and with general understanding of humanitarian work and PCM. Finally, the candidate must have strong computer and English skills.
The Security Coordinator position contributes with security and risks-related technical competences to project implementation.
Generic responsibilities
- Ensure adherence to NRC policies, guidance and procedures
- Ensure that minimum operating security standards and procedures are implemented in the Area Office
- Conduct specific technical assessments and present recommendations
- Conduct situational monitoring and analysis and present results
- Conduct security actor networking
- Oversee situational monitoring and analysis
- Train and develop staff in safety and security protocols
- Ensure all security staff uphold NRC’s principles and values
Specific responsibilities
Compliance to NRC standards
- Ensure that Security Risk Analysis (SRA) are conducted according to minimum operational requirements (MOSS)
- Be responsible for maintaining security protocols for staff and operations inside Syria. Ensure that minimum compliance standards are met and that the documents are relevant to the context and updated (including Duty of care for staff; hibernation plans; Proof of Life procedures; Fire Safety Plans; critical incident management protocol; etc.)
Timely security assessments and recommendations
- Lead security-related assessments and present recommendations
- Monitor the security situation on the ground; share regular context updates, and present exceptional update if needed
- Make sure that incidents and contextual trends are monitor, tracked and reported.
- Support area management team as well as staff on crisis management, incident management and post incident management
- Issue security/access advice on demand and/or when the situation requires so
- Issue guidance on safety & security and movement protocols
Liaison
- Maintain active contact with Safety/Liaison counterparts from peer agencies (including Local Humanitarian Partners) and relevant organisations (UNDSS, INSO, etc.)
- Maintain a sound analysis of local stakeholders
- Support the field office coordinator and access officer with establishing and maintaining contacts with the authorities in the areas of operation
Safe and secure programming
- Support NRC PMs in ensuring that program activities are conducted safely through advisory and technical support on all PCM phases
- Ensure that all NRC staff receive sufficient information on context and risks, enabling them to provide an informed consent through NRC template
- Support Local Humanitarian Partners in managing safety & security when implementing programmes on NRC behalf, including by issuing security advice to NRC management if and when the security of partner staff is at risk
- Support Local Humanitarian Partners in carrying out sound security risk assessment relevant to the programs they implement on NRC behalf
- Facilitate information management and dissemination amongst others through weekly context updates as well as ad-hoc security notices
Analysis and planning
- Produce short and long-term assessments and projections related to contextual developments, relevant dynamics and actor mapping.
- Use those incidents and trends as a basis for providing analysis related to safety, security and access
- Write regular as well as ad-hoc reports pertaining to security incidents, access developments and other contextual concerns in order to better inform decision-making process.
Capacity building and management
- Support the identification of capacity building needs and ensure that the staff is trained on existing security packages as needed.
- Manage the Security TO performance and support his/her career development.

2- Grants Coordinator(Temporary)- Nationals Only
Our Ideal Candidate:
We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must have a minimum of 3-5 years of relevant experience. Along with relevant experience from the project management in the humanitarian sector. The candidate must have excellent written and oral communication skills in English, and above average computer skills. Our preferred candidate is expected to have worked with humanitarian and development donors and has good understanding of their rules and regulations.
The Grants Coordinator will contribute to achieving quality programming by closely supporting the Area Manager in ensuring effective grants management at Area Office level, including internal and donor compliance requirements, timely and quality proposal development at Area Office level as well as reporting, and acting as focal point for the key mandatory activities under NRC’s Project Cycle Management (PCM). S/he ensures NRC Programme/Support teams are informed of relevant donor compliance regulations and NRC procedures, manages donor and other external reporting, and coordinates grant revisions. The Grants Coordinator also supports Project Managers in the development of proposals and reporting in line with the grant process flowchart.
Generic responsibilities
- Adherence to NRC policies, guidance and procedures and consideration of NRC global and regional strategies when executing functions related to this role
- Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)
- Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
- Contribute to the development and revision of funding proposals, budgets and donor reports
- Be updated on donor priorities, trends (such as interest in cash-based interventions) and track and share relevant calls for proposals
- Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations
- Contribute to continuously improving internal grant management systems
- Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
- Coordinate the development and distribution of internal reports
- Contribute to PCM trainings and usage of the NRC PCM frame work in the Area office
- Support external donor audits
- Represent with relevant partners and donors as delegated
- Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Grants’ management
Contribute to the Area Office’s compliance to donors’ policies, procedures and controls by coordinating the management of grants at area office level, including:
- Prepare, organize and follow-up on go/no go meetings at area level;
- Properly archive all grants-related documents;
- Prepare, organize and follow-up on Grants mandatory events at AO6 level: Grants Opening meetings, Project Review meetings, Grants Closure meetings, etc.
- Update existing programmes briefs used for interaction with external stakeholders.
Programme compliance -Securing supporting documentation
Contribute to the Area Office’s compliance to NRC’s PCM and Grants management policies, procedures and deliverables through facilitating regular supporting documentation spot checks by the area manager:
- Notify teams of the distribution lists and other documents to be archived;
- Assist the area manager in ensuring reconciliation of deliverables;
- Write and disseminate teams’ action points according to the spot checks findings;
- Follow-up on these action points;
- Support the revision, collection and archiving of Supporting documentation for audits purposes.
Programme "Health checks”
Act as the focal point for yearly regional "health checks” of the area office Project Cycle Management.
CC planning processes
- Update area office Project Management planning tool based on project managers’ inputs;
- Assist in organizing bi-yearly core competencies workshop;
