The main responsibilities include:
Assisting in biennial and annual budget preparation process for Fields and HQ Departments,
reviewing and checking budget estimates, adjustments and reports to ensure conformity with
the Agency's instructions; monitoring and reviewing budget sheets to ensure implementation
of procedures to control and monitor expenditures; preparing forecast and evaluating reports
and preparing and consolidating estimates;
Reviewing on monthly/quarterly basis the budget and expenditure data, reporting and
following-up on significant over or under expenditures; adjusting and controlling un-allocated
budget reserves and participating in the quarterly budget reviews;
Advising expending officers on budget preparation and coordinating corrective actions;
circulating Headquarters budget instructions and ensuring timely submissions of budget
estimates;
Maintaining, monitoring and reporting on project funds in coordination with the Field Projects
Office and advising Departments Heads on the status of projects' funds;
Certifying availability of funds;
Compiling and verifying budget statistics and other related financial information as required;
drafting correspondence and preparing reports and statements related to his/her functions;
Advising Chief Budget Division/Deputy Chief Budget Division on budget matters including
preparation of biennium budget and taking corrective action as necessary;
Raising and analyzing obligation documents, reconciling/analyzing on monthly basis the
obligation status reports with budget and expenditure reports; analyzing budget reports to
explain variances;
Entering, verifying and retrieving budgetary data in the Finance system; producing and
distributing on monthly basis budget and expenditure computer reports to HQ's departments
and offices;
Responding to queries raised by the expending officers on matters concerning the budget
allotments, expenditure and any necessary corrective action;
Ensuring that HQ Departments are accountable for their IPSAS Expense Budget, Capital
Expenditure Budget and that their Cash Budget is not exceeded
To qualify for this position, you will need:
Education University degree from an accredited educational institution in accountancy,
business administration, banking and finance or other related field
Work
experience
Five years of experience in finance or accounting office of a governmental,
international, or commercial organization with an emphasis on a computerized
working environment;
Language(s) Excellent command of spoken and written English and Arabic.
Desirable qualifications
Association of Accounting Technician (AAT) proficiency at foundation level or any other
professional qualification;
Working experience with UNRWA Financial Management System – REACH System (SAP) or
other computerized finance system;
Knowledge of UNRWA's accounting system and procedures
Equivalency
When the minimum requirements are not fully met, the Director of Human Resources may
exceptionally substitute part of the unmet requirements with a combination of relevant academic
qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.

Conditions of service
Monthly basic salary JD 997.30. Plus special occupation allowance of 20% of the basic
salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by
the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance
(if applicable).

you will be responsible to the Health Policy and Planning Officer.
H E A L T H
The main responsibilities include:
Under the direct supervision of the Health Policy and Planning Officer, providing
technical guidance and advice to the Fields and other departments on various health
programme components comprising:
o Assessing the utilization of out-patient medical care services including nursing,
oral health (dentistry), radiology, physiotherapy, oral health services, emergency
care, special care and specialist care services and proposing appropriate actions
for optimal use of available resources;
o Reviewing the Fields' operations on contractual hospital agreements, monitoring
the expenditures to ensure that they remain within the approved budget
allocations;
o Advising Human Resources Department on matters pertaining to the human
resources management for health staff, including medical examination of
international and local staff according to the relevant Health Technical Instructions
(HTIs);
o Developing, monitoring and evaluating the Agency’s laboratory services through
the following functions and responsibilities:
Supervising, planning, directing, and evaluating laboratory services;
Making periodic field visits to ensure that equipment and supplies are
maintained and techniques are performed in accordance with the Agency’s
standard operating procedures;
Developing and maintaining appropriate system for quality assurance of
laboratory tests;
Providing technical advice to the Department of Education on curriculum
development at UNRWA Vocational Training Centers and on the
organization of practical training of trainers at UNRWA health facilities;
o Coordinating and acting as a focal point for the Medical Diagnostic Services
Agency-wide through the discharge of the following duties:
Coordinating and facilitating the revision of the medical supply catalogue
and recommending additions, deletions and change of specifications of the
catalogue items relevant to these services;
Coordinating with concerned technical staff at service delivery level the
establishment of a standard system for referral, registration and reporting;
Coordinating with concerned staff the revision of the periodic reporting
system in Headquarters to reflect reliable and comprehensive data, and the
quality, quantity and cost effectiveness of these activities;
Providing substantive support to the Health Policy and Planning Officer in the
development, monitoring and evaluation of the Agency’s medical care services
programme and preparing the relevant technical instructions, clinical guidelines and
periodic assessments of programme activities;
Coordinating, facilitating and assisting the fields in the procurement of laboratory
equipment, supplies, reagents and medical diagnostic equipment, accessories,
consumables and spare parts in coordination with the Procurement and Logistics
Division (PLD) through:
o Screening the specifications of the ordered equipment;
o Making technical evaluation of offers received against the ordered equipment;
o Establishing minimum acceptable standard specifications for major equipment;
o Participating in the pre-qualification of potential suppliers and manufacturers of
medicine and medical supplies;
o Supporting the Head Pharmaceutical Services at Headquarters Amman (HQA) in
the medical supply operation including review of Fields’ requirements of essential
drugs, timely delivery of supplies, quality assurance and rational prescribing
practices;
Planning, protocoling and directing health services researches relevant to the program
needs;
Planning and developing direct in-service training of laboratory staff, physiotherapy
and X-Ray services;
Maintaining close coordination with World Health Organization (WHO) for technical
advice and with local Health Ministries in the field of human resources development
and training; liaising with NGO hospitals and public health laboratories of host
governments for exchange of information and services relevant to programme needs.
